By 2020, Jinhua is to be built into the central city in Midwest Zhejiang, an important transportation hub and information port of the Province, and a city of landscape and ecology. The City Proper, the nucleus of the prospective central city, will be the transportation and information hub and center of trade and finance, commodity flow, tourism, education and culture, and modern manufacturing, in Midwest Zhejiang. The urbanization rate will hit 70%, with the population beyond 1 million and the greenbelt coverage higher than 40% in the urban area. A transportation network will be established, which, with the City Proper as its center, is composed of a Midwest-Zhejiang railway hub, 5 expressways, 3 intercity through lanes, 2 circular intercity routes, a city loop road, and a planned 4D-level civil airport. The framework of the city roads, adopting an integrated circular-and-crisscrossed layout, will consist of 3 vertical roads, 3 horizontal arteries and 3 loops.
